Second Stakeholder Workshop on Implementing Karnataka Energy Conservation and Energy Efficiency Policy 2022-27
Energy efficiency is recognized as one of the most effective approaches to combat climate change and can significantly contribute to India’s Nationally Determined Contributions (NDCs). Recognizing its importance, the Bureau of Energy Efficiency (BEE) has directed all states to develop dedicated EE policies under the Energy Conservation Act 2001.
As one of the highest energy-consuming state in India, with over 19 MTOE of total final energy consumption and 74 TWh of electricity consumption in 2020-21, Karnataka has a unique opportunity to advance energy efficiency. In response, and in alignment with its commitment to sustainability, the state has notified an Energy Efficiency and Energy Conservation (EC &EE) Policy 2022-27. This policy establishes a systematic approach to energy efficiency, positioning Karnataka as a frontrunner among states in EE implementation.
Objectives of the workshop
- Revisit the policy: Reviewing the Karnataka EE & EC Policy 2022-27 recommendations and the role of SROs
- Progress review and reporting guidelines: Share progress on the implementation of the policy and updating participants on the reporting requirements and timelines for AAP and ESR submission for the upcoming financial year.
- Capacity building: Guiding the SROs in designing, implementing and tracking EE projects within their jurisdiction and creating sector-specific annual action plans. Building capacity and generating awareness on incorporating energy efficiency into departmental initiatives.
- Share resources for implementation and clarify the queries regarding reporting for the upcoming financial year.
Expected Outcomes
- Clear, actionable recommendations to enhance the implementation of the Karnataka EE & EC Policy 2022-27 across the five sectors.
- Increased knowledge and capacity within departments to integrate energy efficiency measures into their respective operations and initiatives to create actionable plans.
About the Energy Conservation and Energy Efficiency Policy 2022-27
- Strategic vision: Positions Karnataka as a leader in energy efficiency initiatives and fosters a culture of sustainable energy use.
- Sectoral energy savings targets: Established annual energy savings targets across 5 sectors - Municipal (public water works and street lighting), Agriculture, Industries, Domestic and Commercial
- Institutional mechanism: The Karnataka Renewable Energy Development Limited (KREDL) serves as the nodal agency, ensuring coordination for the implementation of the Policy and developing capacity-building programs for all the stakeholders.
- Sectoral coordination: Sector Responsible Organisations (SROs) are required to nominate senior officers as nodal officers for coordination with the nodal agency (KREDL) for the effective rollout of policy measures.
To facilitate the smooth implementation of the policy, KREDL conducted the first workshop on 14th June, 2024 introducing the policy framework and outlining the roles and responsibilities of the SROs. Continuing the engagement, the second workshop aims to review the progress, refine the approach, and prepare for the upcoming financial year’s Annual Action Plans (AAPs) and Energy Saving Reports (ESRs) submission.
